OLYMPIA, Wash. (AP) — Gov. Chris Gregoire said Wednesday she's not changing any security procedures after discovering that a biker who shot and killed a Portland, Ore., police officer decades ago showed up at a recent bill signing.
 
Robert Christopher was convicted of killing officer David Crowther during a drug raid in 1979, but he was released from prison after less than two years due to police misconduct in his case. He was among a group of bikers who stood near Gregoire on April 13 as she signed a bill prohibiting law enforcement from profiling motorcyclists for sporting club colors or logos.
 
She said she's aware of grumblings from some law enforcement officials about Christopher's presence, but said bill signings are open to the public and that's how it should be. Attendees do not have to pass through metal detectors.
 
"Those folks who showed up last week, I didn't know them; I'd never met them before; I didn't know anything about their backgrounds. They came in here just like anybody else would," she said. "I don't screen people; it's a free process here for people to come in and observe if they choose."
 
Christopher shot Crowther on Dec. 12, 1979, when the plainclothes patrol officer entered the Outsiders motorcycle clubhouse on a drug raid. He was sentenced to 20 years in prison, but served less than two years after an internal police investigation revealed that officers lied to obtain a search warrant used in the raid and brought drugs with them to plant at the club.
 
Washington State Patrol officers at the Capitol campus in Olympia said they had no advance knowledge of anyone with potential criminal histories attending the bill signing. A patrol spokesman declined to discuss the governor's security.
 
Christopher did not appear to have a listed phone number; it was not immediately clear how to reach him.
 
Portland Police Bureau spokesman Pete Simpson confirmed Christopher's identity in an image taken from the bill signing but declined to comment otherwise. The police union's president also declined to comment, noting that any officers who served with Crowther have retired by now.
 
Gregoire's spokeswoman Karina Shagren said that at no point during the bill signing did the governor feel unsafe, and she noted it would have been ironic for law enforcement to single out a group of bikers for extra scrutiny at the signing of a bill designed to protect bikers from being unfairly targeted.
 
"There were troopers all over the place that day," Shagren said. "The bill process has always been very open. ... It would be a shame to make the last — and most important — step closed to the public when everything else is open."
 
Sen. Jim Hargrove, D-Hoquiam, is an avid biker and sponsored the bill at the behest of a motorcycle enthusiasts group called ABATE.
 
ABATE legislative affairs spokesman Donnie "Mr. Breeze" Landsman said his organization was one of four that pushed the bill and helped spread word about the signing, but said he didn't know who showed up. News coverage surrounding Christopher's presence perpetuates stereotyping of motorcycle groups, he said.
 
Under previous law, police cannot target people for arrest based on their race, appearance — or the fact that they ride a motorcycle. The bill Gregoire signed last week requires additional training and policies to prevent law enforcement from singling out motorcyclists.
The bill's passage "is a huge victory that's being minimalized," Landsman said.
 
Rep. Steve Kirby, D-Tacoma, sponsored the bill in the House. He said several law enforcement groups had opposed the legislation, and he said news coverage of Christopher's attendance was part of an anti-biker smear campaign.
 
"I didn't feel unsafe and I was right next to (Gregoire)," Kirby said. "Anybody who is walking free has the right to be there."

This is what I said to his secretary and she assured me I'd get a returned call before noon.

"My name is Lily Gonzalez.  I write for QuickThrottle Magazine a motorcycle magazine that reaches almost 200,000 readers in the Southwest, including CA, NV, AZ, and NM.  It was brought to my attention that Senator Hardy is the only Republican Senator that is voting no to SB177 - our helmet choice bill.  I will be reporting this to my readers and would like to give him an opportunity to explain why he is breaking ranks with Republicans to vote NO."

I emailed him yesterday but they are so busy he might not have even opened up his email.

Any help with this will put the heat on.

Next - is dealing with the Senate Majority Leader ...  I'll let you guys know what we're doing to tackle that big obstacle.

Dear Dr. Hardy,

I know you are a physician and I am asking that you vote YES to SB177.  I am told that you are the only Republican that is voting NO.  Please reconsider.  I don't ride a motorcycle to "be safe."  I ride to feel free.  My kids are grown, I've buried my parents, served my country.  Now I want the choice to enjoy one of the few things I can actually afford to do.  It's not very liberating to wear a gigantic helmet in the Las Vegas heat.  If I wear a comfortable helmet, one that might appear too small for some law enforcers, I get pulled over by police officers to inspect my helmet.  How is this even reasonable?  The law is vague.  I have two current helmet tickets and I'm fighting them to the very end.  As a writer for a motorcycle magazine that reaches thousands in the Southwest, that is what I am advising my readers to do.

Martin Luther King says that “An unjust law compels a minority group to obey but does not make binding on itself.”

As a physician I hope you can agree that there are far more head injuries from falls, motor vehicle accidents of cars, and other causes.  Why is it that only motorcyclists are singled out to be forced to submit to a law like this one?  If it is a fair law, then it should apply to all persons commuting.  If you are not willing to wear a helmet while driving, then I fail to see how you could demand others to do what you yourself would be unwilling to do.

Later, I stopped by Yoshi’s, where Lester Chambers of the Chambers Brothers and Steve Cropper from Booker T and the MG’s were the stars of a fundraiser for Bay Area musicians with medical problems.
For those of you who don’t know, Cropper co-wrote “(Sittin’ on) The Dock of the Bay” with Otis Redding. He was also the guitar player for the Blues Brothers.
It was a great night for the Memphis sound. One thing I can say about the old cats, they start on time and they never want to stop playing

I am passing along a call to action on the partial helmet law repeal bill.
 
If it becomes law, AB 695 will allow motorcycle riders who are 18 and older to ride without a helmet.

What conflict? The Salem Police Department and the MMA's motorcycle noise "education" brochure gives motorcyclists plenty of discretion to illegally equip their bikes as they please and make quite a bit of
noise. Why does'nt Boston Haelry-Davidson approve of that?

Opposing this more than reasonable program only digs the loud bikers into a deeper hole. Boston Harley Davidson and those that support them will have only themselves to blame when public opinion turns toward

Efforts to educate loud bikers to behave better don't seem to have worked very well. The American Motorcyclists Association, the Motorcycle Riders Foundation and the United Bikers of Maine have been educating loud riders for years and motor...cycle noise pollution continues to increase. The best way to educate these loud bikers is for the police to stop them for riding loud and giving them a ticket for any violations found. A loud riding ticket should start at $500 and increase with any subsequent violations. Straight pipes should be a forfeiture item.

Rider education is key to motorcycle noise reduction. Public awareness programs help with compliance with this issue.

With that in mind, the Salem Police Department, in cooperation with the Massachusetts Motorcycle Association (M.M.A.) has implemented an "Enforcement through Awareness and Education" program to help address the problem of motorcycle noise.

The program includes educating motorcycle riders about excessive and unnecessary noise as they ride through Salem's many neighborhoods.

Salem Police Officers will be teaming up with representatives of the M.M.A. and the Massachusetts Registry of Motor Vehicles Inspectional Services to help inform riders of the quality-of-life issues loud motorcycle noise posses to the community. A decibel meter reading will be offered to motorcycle owners to help determine if their cycle is in compliance with state law.
